Resolution on HIV Counseling, Testing and Referral Guidelines

October 16, 2007

WHEREAS one of the key principles for the Center for Disease Protection and Control’s HIV Counseling, Testing and Referral Guidelines is to provide counseling that incorporates the ABC model (Abstinence and delay of sexual debut, Be faithful to one’s partner, and correct and consistent use of Condoms) that are appropriate to the client’s culture, language, sex, sexual orientation, age, and developmental level; and

WHEREAS personal goal setting is the focus of client-centered HIV counseling;

WHEREAS when a person chooses abstinence as a personal goal;

BE IT RESOLVED, the Presidential Advisory Council on HIV/AIDS calls upon the President and the Secretary of Health and Human Services to ensure a person who receives HIV counseling is offered abstinence as an option and upon choosing abstinence as a personal goal is provided abstinence resources to support and sustain their goal including trained counselors, skills development and materials.
